SDM, a wholly owned subsidiary of Lembaga Tabung Angkatan Tentera, has been entrusted to play a leading role in supporting the Ministry of Defence in the management and implementation of Defence Industry Division’s (DID) Industrial Collaboration Programme.

Our Objectives

SDM is a special-purpose entity entrusted with the mandate to provide consultancy and advisory services (technical expertise) to MINDEF, with the aim of supporting the efficient and optimal implementation and monitoring of high-impact ICP.

Support and Assist MINDEF in managing the execution of ICP projects and to be aligned with the National Defence Industry Policy (NDIP).

Coordinate defence industry development programs in alignment with the aspirations outlined in the NDIP, ensuring the continuity and integration of ICP initiatives across sectors on local defence industry readiness.

Act as interface between ministries, the Malaysian Armed Forces (MAF), government agencies, local and international industries, and institutions of higher learning. Working to close existing gaps and foster collaboration.

Propose high-impact ICP projects by leveraging and maximizing the capabilities, technologies, and efficiencies of Malaysia’s defense industry.

Key Areas	Description
Defence Industry Companies Audit	Includes capability audits, gap analysis, and classification of companies based on their capabilities.
Development of the ICP Strategic Document (ISD)	Carrying out a gap analysis of the defence industry, classifying companies into tiers to enhance the national defence industry ecosystem. Creating and updating a Strategic Document (ISD) aligned with the NDIP.
Development of ICP Requirement Document (IRD)	Providing advisory services to MINDEF through DID in the development of IRD for Open Tenders.
Monitoring the Implementation of ICP Projects	Conducting monitoring together with DID on ICP implementation according to set guidelines and ensuring compliance by ICP Providers in ICP implementation.
Implementation of ICP Program	Advising on potential ICP recipients and providing advisory services in ICP project proposals relevant to procurement.
Advisory Services for ICP Obligations	Providing advisory services to ICP Providers in developing ICP Projects based on ISD/IRD requirements as well as to potential and current ICP Recipients in implementing the ICP Projects they receive.
